QPS SECURITY EXPANSION
In a press
conference held October 19, Board
President Tom Dickerson and
Superintendent Tom Leahy announced
that the District is expanding to
full coverage of security guards,
one locked point of entry, cameras
and walk through metal detectors at
all school buildings. This will
progress in stages:
October 23, 2006 - All doors of
all buildings will be locked. The
points of entry will be locked with
a person present to check
individuals seeking entry. Current
security staff will be present at
existing locations. Temporary door
monitors will be present at new
locations at all K-3 and ECC
buildings. These individuals are to
be screened and trained by Billy
Meyer, Director of Security,
immediately.
November 6, 2006—By this date,
position new security employees at
the K-3 and ECC buildings.
As soon as possible—Position
cameras at all locations at the
points of entry. Cameras at
Washington and Irving will be
installed soon with the other K-3
and ECC buildings to follow
immediately. Permanent metal
detectors positioned at all
locations at points of entry. This
will follow proper procedure in
regard to purchasing approximately
20 walk through detectors. The
exact placement will be designated.
Resources through our Tort Levy will
fund this project. Estimated initial
cost—$300,000 for the first year
with the cost leveling to
approximately $200,000 in subsequent
years.

TRANSPORTATION DEPARTMENT STAFF
RECOGNIZED
Quincy Public
Schools Transportation Department staff
were recognized at last night’s Board
meeting. Public Relations Director
Christie Dickens praised Transportation
Director Shane Barnes, the drivers,
mechanics and support staff for making
sure over 5,000 students arrive at
school safely each day.
Bus Drivers are the
first friendly face to greet students in
the morning to start their school day.
Bus drivers build relationships with
students and are often long remembered
as a special person in a child’s life.
The staff were
commended for meeting the challenges
each day brings such as route changes,
discipline issues, weather and road
conditions and communicating with
parents and teachers. Christie Dickens
thanked the Transportation Department
for their efficiency and professional
manner. She stated, “They are
delivering the future of our country.”
In honor of the
Transportation Department recognition,
Buster made a special guest appearance
at the Board meeting. Buster is a
remote controlled school bus who
interacts with students about bus
safety. Buster is provided by the
Regional Office of Education.
2005-2006 AUDIT
Business Manager Rich Royalty presented
a summary of the 2005-2006 audit report
presented to the Finance Committee by
Tim Custis from the district’s auditing
firm, Gorenz and Associates. Total fund
equity as of June 30, 2006 had an ending
balance of $53,411,367. After
subtracting the district’s fixed assets
amount of ($50,722,168) and ($2,229,393)
for the restricted funds which include
bond and interest, IMRF, fire
prevention, self-insurance and flexible
benefit plan, the total net equity in
the operating funds totaled $459,806.
This is up from ($2,552,418) net equity
as of June 30, 2005. Revenues increased
by $3,317,776 in 2005-2006 when compared
with 2004-2005 revenues while expenses
only increased $60,272. A comparison
showed that in 2005 the average
operating expense per pupil for Quincy
Schools was $7,232 while the state
average was $8,676. With a $3.3 million
increase in revenue and only a $60,272
increase in expenditures, the district
has drastically improved its effort to
reverse deficit spending. President
Dickerson commented, “This is good news,
we’re moving in the right direction.”
